In a determined effort to protect critical services for vulnerable communities, dozens of workers from Rebekah Children’s Services (RCS) gathered for an informational picket on July 15, 2026. The event, held at the RCS location on I. O. O. F. Avenue in Gilroy, saw union members calling for management to halt significant layoffs and return to negotiations.

Rebekah Children’s Services, known for supporting low-income children and families dealing with trauma and instability, faces a controversial decision to lay off at least 10% of its union workforce. These cuts threaten the essential services that many in the community depend on, especially during uncertain times exacerbated by federal immigration policies.

Marina Garduno, a Family Coach II and member of the SEIU 521 Bargaining Team, highlighted the financial standing of RCS, stating, “Over the last five years, Rebekah Children’s Services has reported surpluses of $5 million per year, while holding an additional $13 million in cash on hand. Management must reverse these illegal layoffs and return to the bargaining table to use its resources to protect the communities it claims to serve.”

The Service Employees International Union (SEIU) Local 521, which represents these workers, emphasizes a “Community First” vision, advocating for the safety, health, and well-being of all residents. The union’s stance is clear: the layoffs are not only detrimental but also avoidable given RCS’s financial health.

This action impacts neighborhoods throughout the Bay Area, the Central Coast, and the Central Valley, where SEIU Local 521 represents 72,000 workers. The community’s call is for a collaborative approach, recognizing that thriving communities rely on robust support systems, especially for their most vulnerable members.
